Definition

Numerator: Number of youth ages 16 to 19 who are not enrolled in school and not high school graduates. Denominator: Number of youth ages 16 to 19. Rate calculation: 100 times the numerator divided by the denominator.  Large differences in county values between years may be due in part to the margin of error. New data will be loaded when it becomes available by the data
