Definition

Numerator: Number of youth who are not in the Armed Forces, are not enrolled in school, and not employed; ages 16 to 19. Denominator: Number of youth ages 16 to 19. Rate calculation: 100 times the numerator divided by the denominator.  Large differences in county values between years may be due in part to the margin of error. New data will be loaded when it becomes available by the data
