The percentage of teenagers between the ages of 16 and 19 who are not enrolled in school, nor high school graduates, nor employed. Employment may include part- or full-time work. Those who have a GED or equivalent are included as high school dropouts.

For 2007 figures, new data from the VI Community Survey (VICS) allows for greater in-depth reporting on detached youth. By analyzing figures for youth ages 16-19 who report having attained some college education, and youth age 16 to 19 who report some employment (but are not in the workforce), VI KIDS COUNT is now able to document a smaller number of detached youth in the VI population than previously expected. This improved formula also revises and updates rates for 2005 and 2006 data. Rates from and prior to 2004 remain unchanged.
