Shimmer DLT has been the dedicated staging network of the IOTA Tangle up until the beginning of May 2025, with both networks being defined by their capabilities of providing optimized features for efficient IoT applications. However, recent decisions of the IOTA Foundation have led to the fundamental restructuring of the network, escaping from each original vision of optimized feeless transactions. Though Shimmer remains a functional alternative solution, without the official support of the IOTA Foundation, and turning it into a community-maintained DLT. The corresponding datasets contain the results of investigating the impact of block sizing in terms of submission latency and utilization of computational resources, during message submission within the Shimmer DLT. Specifically, they were formulated as part of the research and development of an offline-to-online TD3 agent called ABS-TD3, for the efficient submission of messages within the Shimmer DLT, focusing on the perspective of the end-user, and as a means of supporting optimized IoT data leveraging within Digital Circular Economy frameworks. In this work, a total of six (6) datasets were formulated to support the development of ABS-TD3: one (1) dataset for the initial investigation of the Shimmer network, one (1) dataset containing the performance results of ABS-TD3 during its interaction with the Shimmer network, and four (4) datasets containing baseline metrics for evaluation purposes, namely: maximum, minimum, and random policy metrics, as well as a fixed-weights version of ABS-TD3.
