Department - The Metro agency
Biweekly Pay Period End Date - the end data for the last pay period for 26 pay periods (1 year)
High Consumer - the number of employees who used 75% or more of their earned sick time during the last 26 pay periods
Total Empl - the total number of employees who worked in the last 26 pay periods
