Definition

Percent of children 17 and under in any Ohio Department of Medicaid program during State Fiscal Year 2016 and 2015. The percentages were calculated using County of Eligibility, unlike data for previous years that had been based on County of Residence.

These data were based on County of Eligibility, unlike data for previous years that had been based on County of Residence.

County of Eligibility is based on the county of the agency/caseworker assigned to the case, while County of Residence is based upon the physical address of the Medicaid client. Although one would generally expect County of Eligibility and County of Residence to be the same, this is not always true; for example, a foster child or a child being adopted could be placed into a different county even though the case had not yet been transferred.

Additionally, some counties have merged and three county collaboratives could impact the County of Eligibility numbers: (1) South Central Ohio (composed of Hocking, Ross, and Vinton counties); (2) Collabor8 (composed of Deleware, Hancock, Knox, Marion, Morrow, Sandusky, and Wood counties); and (3) Defiance/Paulding Consolidated (composed of Defiance and Paulding counties).
