Definition

“Youth are considered to be ‘arrested’ when they are apprehended, stopped, or otherwise contacted by law enforcement agencies and suspected to having committed a delinquent act.  Delinquent acts are those which, if committed by an adult, would be criminal, including crimes against persons, crimes against property, drug offenses, and crimes against the public order.”
