High Impact Opportunity Projects (HIOP) support the growth of target industry sectors in Oregon by removing barriers to research and development, product development and testing, technology commercialization, and other aspects of industry innovation. HIOPs are awarded to projects that provide benefit and further innovation across an industry and are not grants to individual companies.
