Maryland Vehicle Emissions Inspection Program: Certified Emissions Repair Facilities

Certified Emissions Repair Facilities (CERFs) are vehicle repair shops that specialize in diagnosing, repairing, and maintaining emissions control systems on light and medium duty vehicles. To participate in the CERF program, a facility must employ qualified technicians and have the appropriate equipment for repairing vehicle emissions systems. The program is operated by the Maryland Department of the Environment (MDE), Air and Radiation Administration as required by the Code Of Maryland Regulations (COMAR) 11.14.08.18 as part of the Vehicle Emissions Inspection Program (VEIP) to ensure the availability of high quality emissions-related repairs to Maryland motorists. The Maryland VEIP is an enhanced vehicle emissions testing program mandated by the federal Clean Air Act. The VEIP is designed to identify vehicles that contribute to air quality problems and require that those vehicles are repaired. In Maryland, the VEIP is jointly administered by the Maryland Motor Vehicle Administration (MVA) and MDE. MDE is responsible for ensuring that the air quality benefits of the VEIP are monitored and reported to the federal Environmental Protection Agency to demonstrate Maryland's compliance with the Clean Air Act.
