Dataset Description
This dataset contains the State of Connecticut’s annual Small Business Enterprise (SBE) and Minority Business Enterprise (MBE) spending allocation goals by three-digit NAICS industry category and State of Connecticut purchasing/account codes for goods and services for each fiscal year.
The goals support Connecticut’s spending allocation program under Public Act 25-168, Section 200, which replaces the prior fixed agency set-aside structure with annual, industry-based SBE and MBE spending allocation goals. The goals are intended to encourage agencies and organizations to include certified small and minority-owned firms in bidding and purchasing opportunities. These are aspirational statewide goals intended to support planning for good-faith efforts. They are not purchase-by-purchase quotas and do not replace existing procurement statutes, regulations, policies, purchasing authority, competition requirements, or award standards.
For each mapped purchasing/account code, the dataset identifies the applicable three-digit NAICS code, the NAICS industry category description, and the SBE and MBE spending allocation goals. Agencies should use this dataset before making a purchase to identify the NAICS category and spending allocation goals associated with the purchasing/account code expected to be used.
This dataset is published by the Department of Administrative Services to promote transparency and support consistent implementation of Connecticut’s SBE/MBE spending allocation program across state agencies. This dataset will be updated annually.
USER GUIDANCE
Agencies should:
- Identify the purchasing/account code expected to be used for the purchase.
- Locate the account code in the dataset.
- Review the mapped three-digit NAICS code and industry category.
- Review the SBE and MBE spending allocation goals for that NAICS category.
- Before completing the purchase, consider whether certified SBE/MBE vendors are available for the product or service and, if applicable, include them in outreach efforts.
- Document good faith efforts when entering purchase orders or requisitions within Core-CT or other established protocols for agencies that do not use Core-CT.
Agencies should not force an account code to fit a purchase. If the purchasing/account code does not appear to fit the purchase, agencies should consult fiscal or procurement staff. If the mapping appears unclear or the purchase is unusual, agencies should seek guidance from DAS.
