Office of the Chief Technology Officer (OCTO) and participating D.C. government agencies. A database provided by the Office of Aging identified Lead Agency service boundaries. Lead Agencies are comprehensive service-delivery organizations that plan and deliver direct services to the District''s elderly residents and their caregivers.
