The city is using Travel Time Index as a measure to quantify traffic delay in the city. The Travel Time Index is the ratio of the travel time during the peak period to the time required to make the same trip at free-flow speeds. It should be noted that this data is subject to seasonal variations. The 2020 Q2 and Q3 data includes the summer months when traffic volumes are lower, thus the Travel Time Index is improved in these quarters.
