Dataset Description

The Texas Department of Insurance (TDI) collects and reports information about billing rates for emergency service providers as set by the political subdivisions. This dataset lists the procedure codes and the rates for residents of that political subdivision and for non-residents if that rate differs. There is a row for each procedure code and the rates set by a political subdivision. If a political subdivision reports for a given year (such as 2024) and does not report for a subsequent year, the most recent rate data will continue to apply. Therefore, users of the data should not filter out data for previous years. If a political subdivision reported rates for 2025 that were not compliant with the statutory limits on rate increases, the noncompliant rate is replaced with the maximum rate for 2025 that would be compliant with the statutory limit. The maximum compliant rate for 2025 is calculated by multiplying the 2024 rate by 1.024. This reflects the Medicare Ambulance Inflation Rate of 2.4% for 2025. For 2026, the Medicare Ambulance Inflation Rate is 2%. The Texas Legislature first authorized political subdivisions to submit rates for emergency medical services in 2023 under Senate Bill 2476.
