This DATA is open under Inform as dataset ID 171 and has been pulled from http://lginform.local.gov.uk/ it shows Council tax, average charge per chargeable dwelling in Plymouth

Council tax, average charge per chargeable dwelling - This is the total council tax payable in an area divided by the total number of chargeable dwellings in the area. The total amount of council tax is the sum of the amounts requested: a) by the billing authority; b) by major precepting authorities covering the billing authority's area (e.g. county councils, police, fire, Greater London Authority); and c) by parish or town councils within the billing authority's area. The amount at c) is the total amount requested by parish and town councils, averaged across the whole of the billing authority's area. The average council tax per dwelling is generally lower than the average Band D council tax. This is mainly because, in England as a whole, bands A to C account for almost two-thirds of all dwellings.
