Each year represents the rolling average of data for three years and reflects a snapshot of enrollment for the month of
April (e.g., 2017-2019 data is the average of April 2017, April 2018, and
April 2019).  The population of children under 18 used as the denominator in these rate calculations is a 3-year rolling average derived from Vermont Department of Health/US Census population estimates.
