Definition
Substitute care – in foster care, home-of-relative care, group home, or institution - is the temporary placement of children outside their homes due to abuse, neglect, or dependency. Placing a child in substitute care is not intended as a permanent living arrangement but to protect the child with the ultimate goal of returning the child home.
Data as of the end of each fiscal year.
Illinois totals include out-of-state placements and data with missing geo-codes.
