Definition

Fourth grade public school students who scored below the proficient level in reading, as measured and defined by the National Assessment of Educational Progress (NAEP), by school income.

Public schools include charter schools and exclude Bureau of Indian Education schools and Department of Defense Education Activity schools.  that receive Title I funding include those with high rates of low-income children who receive funds to support school-wide programs. Schools that do not receive Title I funding include those that do not receive funding for either school-wide programs or to target help for individual students.
