The number staff needed for all eligible, unserved 3- and 4- year-olds, assuming there are 10 children per teacher.
Publicly funded, high-quality pre-k: Includes the distinct count of PA Pre-K Counts, Head Start Supplemental Assistance Program and Child Care Works enrollments in Keystone STARS 3 and 4; Head Start; school district pre-k and Philadelphia pre-k.

In Pennsylvania, pre-k programs must have a student:teacher ratio of no more than 20 students for one teacher and one teacher aide in a classroom (2 adults in a classroom for every 20 students).
